Moreover, as regards no less than

seven of those appointments, Sir G.Boven stated

some professional training would no doubt

be generally necessary in addition to the other

qualifications possessed by the Cadets. In

the absence of such special training, it should

be understood that any of these appointments

may be given to duly qualified persons from

outside the Civil Service, the cadets having a

preferential claim only when they possess the

necessary legal or other knowledge."
